IN 1993 the Ontario government and Caesars World decided to go into partnership to create a large province owned casino in Windsor, overlooking the skyline of Detroit on the other side of the river. The casino opened at a temporary location in May 1994 and at the time was Ontario’s first ever casino. The casino was wildly popular, attracting customers from both Canada and the US. Queues to get in went all the way around the building. Due to the popularity, it was announced that a river boat would be brought in and incorporated as a part of the resort, hosting a new casino floor. The Northern Belle was brought in and remained open until July 1998 when the permanent casino opened its doors to the public with much pomp and circumstance. The opening night had a James Bond theme. The resort now boasted a waterfall, a tropical entrance, hotel, five restaurants, gift shops and an entertainment lounge. In June 2008 the resort was expanded to include a new convention centre, and a whole new hotel tower.
